Public Lecture: “The Civil Service System of Korea”

SERDANG, 27 April 2026 - The Malaysian Research Institute on Ageing (MyAgeing®ï¸), Universiti Putra Malaysia, successfully organised a public lecture titled “The Civil Service System of Korea” on 27 April 2026 at the MyAgeing®ï¸ Training Room. The session was delivered by Mr. Park Jaewoo and attended by 24 participants, comprising researchers, practitioners, and stakeholders with an interest in public administration and governance.

The lecture provided a comprehensive overview of South Korea’s civil service system, highlighting its strong foundation in merit-based recruitment, professionalism, and accountability to the public. Central to this system is the Ministry of Personnel Management, which plays a key role in overseeing recruitment, human resource development, performance evaluation, remuneration and ethical governance.

Key areas discussed included inclusive and competency-based hiring practices, continuous human resource development through structured training programmes, and the adoption of digital innovations such as AI-driven learning platforms. The session also addressed current challenges faced by the Korean civil service, particularly youth turnover and outlined responsive measures including improved compensation structures, enhanced workplace flexibility and accelerated career progression pathways.

From a regional perspective, the presentation underscored the strong and growing collaboration between Malaysia and the Republic of Korea in public sector development. Ongoing bilateral engagements between Korea’s Ministry of Personnel Management and Malaysia’s Public Service Department (JPA) have facilitated the exchange of best practices in human resource innovation and governance reform, further strengthening institutional capacity in both countries.

In conclusion, the lecture offered valuable insights into Korea’s dynamic and forward-looking civil service system, providing practical lessons for enhancing efficiency, inclusivity, and innovation in public administration. The session also reaffirmed the importance of international collaboration in addressing shared governance challenges and advancing public sector excellence.
